Perhaps the rules vary from state to state. When I took a Vic car to the ACT I had to obtain a certification from a regulated mech that the car was road legal, then take that certification to the ACT roads authoirty to get ACT number plates and rego.
with the car that i just bought from QLD, i had to get a blue slip, then i took that slip to the rta along with a receipt from the seller, handed in the qld plates and then paid for nsw rego and received new plates. I dont know what happens in other states though.
